When should we open up the forum to discussions

Whatever the trigger is, the forum needs to be open or closed to all teams at the same time.

Instead of opening the forum when all teams to have the trigger tech, how about when 4 or 5 of the 7 have the trigger tech?

Okay, I'm going to open a poll thread. Please continue to use this thread as discussion; and it won't be a real poll, but a team-vote thread.

I posted in the poll thread that if no majority is gained (as I suspect none will be), the least stringent option that would gain a majority vote would win unless there is a clear runoff. I'm presuming that those of you saying 'open the forum now' would prefer to have your vote count for the soonest opening possible, even if you do not gain a majority vote for now.

More than likely if 3 vote for 'now' and 4 vote for 'later' we will have a simple runoff between 'now' and the largest vote getter for 'later'; if it's 3-2-2 between 'now' and two later options, unless there is an agreement to runoff only one of the later options, the least stringent of the later options will be the runoff candidate.

If 2 vote for 'now' then likely the 'least stringent' comes into effect, as no two items have three votes, and a clear majority voted for sometime 'later'.

Finally, I did not include the techs in this poll, as it would confuse things horribly. A separate poll will determine those, if necessary; please post your team's preferred option in the poll thread.

Right now you can only talk to people you have diplomatic contact with. Which was an issue in the Apolycon since 4 teams were represented (and 2/3 the Vox leadership at the time).

Team Mercenary will not create it's contract thread on the public forum until we have contact with all teams, as originally promised, no matter what is decided here. It will relay too much information that could be considered too specific by some parties.

I still think that there should be a connection in someway between all the civs first, but I would think that writing would be the tech that would trigger "press releases" or "written statements."

How about "embassy threads"? In "Embassy to the Horde" all teams that had contact with the Horde and had the proper tech (writing?) could post.
