I'm currently working on a few mods. I did one using stock colors, and now i'm working on one a bit more complex, using the binTravakin colors as a base (easy to modify those once you see them in-game.) I'm also creating new civs, though i probably won't go into any detail on more than just Vox (both because i can actually do vox, due to my prior knowledge, and i don't want to be really doing much work until you tell me what to put). Vox will be the 'template' civ, you look at it and see what i changed and suggest what your civ should be

Basically, changing colors, civ name, icons ... nothing that affects game play.
If you're going to use ANY sort of custom colors - ie, if you're going to use colors that aren't Mongols=Brown, Germany=Gray, etc., you must do it through a mod (for a PBEM game), due to an oversight on Firaxis' part in not including WB-customization-options in PBEM.
In this case, the mod doesn't have to be complex. I'm going to upload the rar files in a bit (if you need zip, ask and ye shall receive, but i'm not wasting space for both). You just unzip it to your MODS\ folder, then open the savegame FROM OUTSIDE OF CIV. It loads the mod automatically. (If you load it inside cIV, it will just tell you that it has to restart w/the mod loaded.)

Just unRAR them, save the entire folder w/the Mod name in /My Docs/My Games/SMC4/Mods/ , and put the Save Game wherever (desktop, saves dir., doesn't matter); load the Save Game from the desktop (with Civ4 closed, is easier). Open World Builder once you load the save (ctrl-W), or scroll over to the area where I put all the cities and units, and look around. All seven civs have a city and a unit, organized to show blue vs blue red vs red.
For the BinTravkin version, I had to pick "alternate colors" (for the icon on the flag, and the number of the city's population, etc.); I made some reasonable guesses, but these can be modded also (either by using a stock color, or a made-up color).

The mod would open on its own - as long as Civ wasn't open when you opened the savegame, you wouldn't notice it was happening unless you watched carefully the opening init messages. But, you'd have to have the exact mod saved in the mod folder (or errors generally occur).
It wouldn't affect your other games, either, as long as you exited after playing the save
Unfortunately, it's the only way to change colors _at all_.

"normal" uses the default pics; "bt" uses Vox' civgroup icon (vox 1, not vox 2) and otherwise defaults. It's easy for me (or whomever) to modify any square or squareish bitmap to a .dds-3 file, so presuming other teams want a pic of their own there, it can easily be done.

BTW, if you want one of the "normal" colors for some civs and the "modified" colors for others, that's easily done of course, and i can give you details of the precise values for any given "normal" color.
