I don't think the difference (from a balance perspective) will be much between the two map types after passing through a preview process.
I'd go with Continents as it gives a less predictable landform on it's continents. Then just rely on the preview to reject anything that will be too far out of wack.
Custom Continents (at least when I last looked at the mapscript) all end up looking the same too often, and follow certain placement patterns. Someone familiar with the script could probably have a good idea of the entire map as soon as Stonehenge for instance. Possibly even sooner if one of the more unique looking combinations show up.
