For the scout, I'm thinking 4 and then move either 4 again or up 7 depending on whether that's a mountain at 4-4-1 of the scout's current position. I think it is, but I don't know my CIV terrain well enough te be sure.

Looking at the graph, it would appear the Horde also settled a second city in the last few turns, and judging by the territory demographics, Sarantiums city is most likely not that far from their border.
