We're almost done with fishing. I believe our options are the following. Turns at our current science rate in parentheses.

    Sailing (11)
    Pottery (8)
    Writing (11)
    Horseback Riding (23)
    Archery (5)
    Mysticism (6)
    Masonry (8)
    Iron Working (18)

I think we should go for either Masonry (to be able to build a quarry; we don't need Masonry immediately with all the tiles to improve around Fort Sierra, but it would be good to have before embarking on a long project like IW) or Pottery (cheapens Writing, enables cottages for any generic tiles we don't want to farm). IW would be good as well, but I think Masonry before IW might be a good idea.

With Fishing discovered, we'll need to decide this coming turn.

Pottery sounds good to me. A nice river cottage might not be a bad choice for Alpha Base's future, and it makes writing cheaper.

Plus granaries, which would make a switch to slavery VERY much worth considering. Popping a settler and/or worker or two and some granaries will do us wonders.

Actually, I've come to see just how powerful poprushing is, especially when combined with some happiness resources. Without religion we won't be able to pull it off quite as well (I poprushed my way to victory against an economically superior AI ), but it would be worth considering.

            Ah yes, religion.

I can't recall, is Sarantiums capitol landlocked? If not, an excellent argument for sailing...

The oasis near Alpha Base gives us a very nice feature: four irrigable (pre-civil-service) grasslands that don't gain riverside commerce bonuses. This makes the farm-versus-cottage trade-off dilemma less troublesome. We can put cottages on the riverside grasslands and irrigate the other grasslands. Pottery can then simultaneously grant us both its immediate benefits: granary-enabled pop-rushing and cottages.
