I fully agree with Unortho and Ozzy on this. We have no choice but to be "aggressive" in our early city placement as we are limited by our policy of no conquest.
The only land we'll get to build on is the land that we settle on in the first couple thousand years.
Besides, San doesn't have the military ability to challange us and will more likely use it (when they get it) to deal with the Horde's close proximity.
Heck, if they're smart (let's try to talk them into being smart) they could buy some security from us, have us watch their back, send US at the Horde, and then walk in and claim Horde lands for their own.
Any "smart" team out there is going to find us a perfect ally. We don't backstab. We are easy to control. Give us gold and we'll do whatever you want us to.
