Ok, I finished it up:
- whipped aqueduct in Beijing
- whipped courthouse in Hong Kong
- moved the mace ahead towards Mhasa
- moved the freed-up archers to replace fogbusting chuks (should continue on this)

From what do you judge someone is doing extremely well?
For me it seems that the high growth or Mercs has stopped while Horde is getting more powerful commpared to the other two, but both of that is explainable if we believe in what was posted in forum - that Horde and Sarantium are at war with Mercs.-- What history has taught us is that people do not learn from history.

If Gathering Storm doesn't respond to friendly requests to hand over the tech, I think it's time for diplomacy - the Spartan way. To be more precise, considering that we're the strongest power, and everyone knows it, and people don't want to cooperate with us anymore, there's no reason not to flex our muscles and do some thinly veiled bullying whenever it suits our purpose. Plus it's more fun.
I noticed there's a GS Spearman in that Jungle zone together with our three Chucks. So I'd suggest we send yet another diplomatic message to GS, in firm wording asking for the tech, and at the same time move all three Chucks one tile south. They'll get the message...

May I suggest to build an extra Caravel to scout/patrol the unexplored islands off the coast of the middle of the continent? A fleet of galleys can currently get unnoticed within two turns of Xin Guangzhou, and within four turns of Beijing. Our game stands or falls with control of Beijing. Gathering Storm knows that too. Their only shot at still having a chance to win this game is razing Beijing. I'd expect a naval invasion.
Edit: So perhaps we could also sail a caravel towards the nearest GS coastal city, to dissuade them from such plans, and let them know they don't stand a chance. Yes, that might be the best chance to maintain the peace.

A 2x1 war would have been over by now, unless the team that's alone is doing extremely well...
Btw, I noticed there's a city called Nánjing (southern capital) to the north of Beijing (northern capital).

- are we sure GS has no coastal cities? would trade show us that? fog of war may prevent us from seeing that city that's already there. I'm not sure how civ4 works here.
also we could have more caravels in case one of our circumventing gets into trouble - a bay that's coverd with ice and it cannot sail further. I had such cases in single player.

We know where current GS cities are and they have only 5:
3 in the old territory
1 Voice
1 new where we planned the border to be
If there was a new city we would see it in trade screen.
