In the current situation no better measure exists.
We are in a war our current military can win easily and soon.
We don't have any other enemies in reach, nor they have us.
We are running high on upkeep, adding more unit upkeep to that doesn't seem like a good move.-- What history has taught us is that people do not learn from history.

What's interesting:
1.We're actually 2nd in GDP with only 24gpt, which means we're quite ahead of everyone except GS. We are not far from GS either - we're exactly 44 research per turn at 100%, but next turn we'll need to switch back to 90% as it is better to run little less than drop down low (60%) when our money runs out in 4 turns again.
2.There are two very weak civs atm - one having only 3 Mfg goods, and other having only 2 crop yield. I'm thinking they are not the same, because at least Banana can have more mfg goods for that low crop yield and vice versa. That means Bananas are not the only ones who are going to die shortly. Furthermore, it appears Bananas are currently fielding at max 6 or 7 units (if that 6 GDP is theirs), which means 3 or 4 military units and 3 workers (unless they disbanded them which I doubt).
3.GS power graph is actually steeper than ours (though not as high). I'm wondering why such huge military buildup versus a nation so small as Vox. This also means GS has invested nothing in libraries up to now, which is excellent.
4.We're having Currency in some 8 turns and CoL in ~8 turns after that. Meanwhile in 11 turns we're having our second GP.
5.Xian and Tassagrad will have little to do between 5 turns from now until CoL, which is ~10 turns. Both cities could build Granaries to fill up the time, but they are only gonna take 4 turns. Xian could also build Market, it will need it when Shrine is built at last. Building more units is likely to result in unit upkeep, but probably we can make a couple garrisons for our cities.-- What history has taught us is that people do not learn from history.

No Market until we have Prophets, it will produce zip until we have the shrine. I suggested Wealth in Xian and possibly Tassagrad to keep our Science rate up. BT seemed to like it so were now looking at having only 8 more turns of unit or building production in those cities untill we go solid wealth untill courthouses.Companions the creator seeks, not corpses, not herds and believers. WTF Wealth!?! Sounds extremely inefficient to me.
I don't understand the obsession with keeping the science rate so high at all times. Why not build an extra settler & garrison now? Sure, that will cause a drop in our surplus commerce production, but if we are soon to have courthouses, that will only be temporary, and be advantageous in the long run. Fast colonization of the entire continent should be the priority IMO if the Banana are defeated. Personally I always expand until my science is at 50%.

50% science is murderous, staying high is defiantly better, if we don't get a new source of funds were going to go down in the 70% or below before CoL (more math on this is needed) finishes and that means it could be something like ~5 turns longer to get which is that much longer before we courthouse up our existing cities and start expanding once again.
Without pressing need for more units or buildings in those two cities throwing their high hammer production into wealth bolsters us in the area ware GS is still dominant and ware we need to improve. Its been said many times many ways "Tech is the ALL" and its so true.

We can have another settler, but we're already 50% (not counting the plunder) once the rice city is done.
Noone is obsessed with keeping science high (though it is not such a bad priority at all), it's just if we don't, we could get stuck and not get to CoL in any reasonable time frame.
And we can more or less forget about fast colonization of entire continent, if we don't have CoL.
If we get down to numbers - next settler after rice city is gonna add 8-9 upkeep.
I see only one location (the clam city site) where we can offset that quickly enough, but we need pre-made work boat for that.-- What history has taught us is that people do not learn from history.

Basically, the plan is to get to CoL asap, without as little delays due to low tech allocation, as possible, then quickly build courthouses and then start spamming cities until we reach 50%.
50% is actually a good allocation if we're planning to upkeep ourselves using economy builds, like markets, groceries and banks, in our biggest cities. That way we can also become very big (as every economy build is gonna add to our city upkeep ability).-- What history has taught us is that people do not learn from history.

Which coastal city can build us a galley the soonest ? I'd really like to start exploring the islands around us.

Beijing is busy for next 15 or so turns.
Hong Kong needs Lighthouse to fully exploit its potential. Library wont hurt either.
Rice city also needs granary + lighthouse + library to be fully operational.
