I think it should depend on when everyone wants to start doing so.
Going by tech should be ok. Like Snoopy said, "rumors" of great civs were abound long before contact was ever made.
I think that if we decide as a group that we want it soon, we should make it by Sailing. If we want it later, Calander. Even later would be Optics and waiting until Astronomy I think would be rediculous.
Sailing sounds good to me; but how should we limit it? Once you discover sailing, you can start talking to other civs? Once everybody has it then the forum opens? Or how bout players on teams without it can't post in the open forum discussions until they get it.
Now I'm just throwing out ideas on this...
How about restricting communication between teams that have the tech, but not in game contact, to only open discussions (ie the public forum) as since they do not have direct contact, they are only communicating through rumors and one can't control a rumor (or keep it private). Hmm... I like this and think it would add an interesting wrinkle to diplomacy...
How about... we open public forums for everybody when 3 or 4 civs have calendar?
This way other civs can't so easilly figure out the tech level of the one(s) who have invented it.
I say we continue to wait until contact is made by all.

Eh, but that isn't as fun. I can't really talk about the game with anyone but people in my little sub forum.
I would rather look at what is happening elsewhere, talk to others arround, etc.
I also don't think it is realistic, as has been stated, rumors were heard even when there wasn't diplomatic exchanges. And I really don't understand your final sentence?

I have said the following in private forums and will state it here.
I completely understand why snoopy369 made the decision he did. But, I believe that the near silent game we are playing is killing interest in it.
The last demo game became a hate filled flame fest that almost almost killed Apolyton. There were many reasons for it, including role play that got confused and personal. I am not pointing fingers at anyone but myself. I don't want to see that happen again. We need to find a way to allow public discussion of the game and role play without it getting personal.
I strongly suggest that all role play be color coded - for lack of a better color - Yellow. If TeamABC wants to be a belicose warmonger and accuse XTeam of deceit and atrocities Team ABC should be able to do that without the actual people of either team involved being considered beligerant jerks or cheats. Also when posting in role play the individual should use an in game name.

Papa-O Glorious Leader of TeamABC issues the following:
O! People of the world know that XTeam is a deceetfull bunch of twits! XTeam deeclared their frendliness and military stronging to us. Yet they dare to build up temples to heathen gods and reefoose to share wryting wit us. They offer trading many golds for iron skills yet they now claim no have golds nor wryting. Still somehow XTeam finds golds for little gods of no power.
O! XTeam your kin will know our swords for ages!
XTeam might respond with less theatrics but still responds in character... Um. What are you talking about? You started this when you sneak attacked our forted archer in XTeam territory. That is why the gold was never sent.
Finally my answer to the original question:
1 - An agreement on some RP rules needs to be decided on before the public forums are opened to this game.
2 - Since the public forums are closed at this time maybe the mods should decide when a reasonable number of teams have met in game to allow for rumors of other civs to travel across our world.

I think this is a great idea! If we had had this system in the last game then I believe much grief could have been avoided.
Oh...and thanks for not pointing out that I was the major bellicose warmonger. It really did take me way too long to figure out that folks were taking my RP seriously.
Hopefully, snoopy369 will let us adopt this or a similar system and put some life back into Poly DGs!!

A proud member of the "Apolyton Story Writers Guild".There are many great stories at the Civ 3 stories forum, do yourself a favour and visit the forum. Lose yourself in one of many epic tales and be inspired to write yourself, as I was.
Bad choice of color... It is difficult to read it on lighter background.
The idea is good, but it should not be adopted too soon. The right time for it would be when there is a way for the "rumours" to reach every civ in the game. When the continents are diplomatically connected or some pre-defined tech is discovered. That would be more realistic. Meanwhile you can RP all you want in the private fora.

I would like to see others' opinions on RP rules. Even though I am bound by a higher power to demand that yellow be used, all suggestions are welcome. Whatever the method is, it should be simple enough so that people who are not into RP can post a reply in-game without it being confused with communications out-of-game or related to game mechanics.
I also agree that now is not the time to open the forum. The Mods and Team Leaders need to agree on the triggering event that opens communications. It also needs to occur after we agree on RP rules.
