I thought my new city was potected by an impassable mounatain and a Roman Prat on a hill, another 2 unnits covering the other gap
So the horsey still manuevers to take over the city

Mind you, in SMAC it didn´t really matter at times. The height aspect skewed the grid so you could end up in the wrong plot if you used the numpad to move your units
