OTOH, cultural flipping encourages blitzkrieg, ie no time for dawdling and taking in the scenery

I say all off, possibly Raging Barbs (but not if we're on a difficulty above Monarch).
City flipping after conquest is BAD. Keep it off.
          No city razing BAD.
Permanent Alliances are a bit pointless since they come so late, but I guess we could have them (unless we want to ensure a single team victory).
Complete Kills can actually be extremely annoying, hunting down lone warriors and caravels. Besides, if a team loses all their cities, they've effectively got zero influence over the world anyway (and probably most of their players will have left by that stage). I've found complete kills to be more irritating than useful, so I say OFF.

          Vehemently disagree. Tech trading ON.

Stressing -> Hardly, if you're a good diplomat.
Unbalancing -> Only if you completely neglect diplomacy with other nations and fall behind as a result.
Slow -> In PBEM perhaps (if you're disorganised), but there will be zero effect on game speed in a Pitboss.

I see some good arguments in Lord Parkin's post.

I think all off is the most popular selection so far.

I don't know why he saved my life. Maybe in those last moments he loved life more than he ever had before. Not just his life - anybody's life, my life. All he'd wanted were the same answers the rest of us want. Where did I come from? Where am I going? How long have I got? All I could do was sit there and watch him die.
