                      If we have City Flipping After Conquest on (which I don't really support) then I'm going to suggest we also have No City Razing off.

                      There should be a choice to raze or not, it shouldn't be an automatic decision.

                              But making cultural flipping after conquest on means that you should almost always be razing. I think being forced to take and keep cities by a rule is a better game than being coerced to raze them by mechanics.

                              I don't support either being one, but if the first one is on then I DEFINATLY support the second.
