Do we have to send a DOW through email or should we only cancel the open border and declar war?

If we cancel the open borders deal, that PAL worker next to Prague will withdraw, right?
Will it withdraw too if we do a DOW without cancelling the open borders deal?

If there's a sneaky player on the other side, chances are that they'll abondon Eisenburg and move the defenders towards Prague. Prague can't defend from 2 maceman and a war chariot.
