Looking at the power graph and reading RB's offer, it is clear that they think two things:
1.) They need to hurt PAL as PAL is their only real military competition
2.) They are not ready for a war with PAL yet and want to help us do as much damage as is possible to PAL before we die.

Since RB wants us to be their proxy, then my thoughts are to try and formalize that arrangement. We should talk to them about this and request not only techs, but gifted troops as well if they will supply them.

To achieve this we should point out to them that our remaining cities in PALs hands would tip the balance against them and that their survival and ours might very well be one in the same. We might also mention that by the sacrifice of our troops are their lands kept free and that they should consider the result should the log jam the Rabbits represent break loose and the flood of PAL forces decend upon them. Right now PAL masses a force on our borders that when unleashed will surely doom us both no matter how our gallant forces strive because we lack for modern units. All we ask is for a portion of the forces needed to hold the line for our mutual benefit, and only together can we prevail.
