Whip can be an important tool; but here, Caerbannog just will have
+2 food surplus and Diggers +4.
So, I say just whip when emergency or happy cap arrives.
Our beakers are low, please don't divert them to espionage; what for
espionage, to know if PAL will attack us? They will.
And we shall need Agriculture shortly (rice in 3rd city, wheat in south
site,if nothing more).
