I'ld propose a lighthouse or boat instead.

I reiterate: Caerbannog should focus on GROWTH, WORKERS, SETTLERS. Let DB handle the military.

Lighthouse = +1 FPT now (maybe +2, not entirely sure whether the lighthouse would effect the lake or not), and some half decent coastal tiles that would allow it to work when it grows.

Lighthouse gives +1 to ALL water tiles, including lakes.
