Even if going to war, Caerbannog should focus on economy, growing, wonders, setters, etc. NOT soldiers. IMO.

To me, Civ is a wargame with economy.
If there's no war I can sit here and watch as we build wonders or I can go outside and watch the grass grow. Kind of a toss up but at least with the latter I'm outside.
