I had my opinion on how to handle that city a while back. Build military now, pop the monument at the first opportunity.

This team is proving to be almost as exciting as taking over certain peoples saves in a pitboss game...

(4 wonders in the cap an 0, absolutely 0 military. That was a fun save to take over)
