Dandelion: if 9, check first if he doesn't lose both movement points from crossing the river, or was that with roads only pre-construction?
Buttercup: 2--->3 (from the hill on 2 he checks his complete surroundings) for a follup-up the turn after to the forested hill near PAL territory. We can look a plot further in their lands that way. Also, IF they agree for a "war of passing" he's in position to cross PAL territory the soonest.
