Fixed with IMO how it should work.
I mean, come now, settler movements are not exactly critical. And most critical things we see well enough in advance to get detailed discussion on. (worker moves, army moves, tech choices, etc)
IDEALLY, we woud get ourselves into a rythm of playing at the START of the turn timer rather the END. Ya know, move at the start, and have the whole time of "this" turn to discuss how we will move for 'next' turn. So all we have to do is then open 'next turn', move, and post pictures once it happenes.
As opposed to what seems to be open "this" turn, post pics, and try to get back to it before the timer expires.
Well, we have an opportunity for that now. The turn is already played, the only thing we need is a someone opening the turn, taking the screenshots and the comments can begin.

Everyone IS empowered to play the turn. That is the whole idea of this warren scenario. Also if we take UnO's advice and play the turn at the start of the timer then we won't be holding the game up and things may start moving along quicker.
