I'd say, Buttercup goes 9 and pauzes. Perhaps the black border will point us the way. I *think* it's ocean on the north east, and perhaps a single 9 will confirm that.
For Dandelion, I'm torn too between 4-->7 and 4-->1. It's pretty sure if he goes 4-->1 he can continues on a 2 moves pace. Don't know that yet for 4-->7.Comment

I think Buttercup should uncover the NE (likely 9-6) and then head west to uncover what's next to the spices.
