I'm for 48 hours, but am curious on the others.

    Does preventing razing add much?

I think preventing culture flipping in either place detracts, but would listen to any arguments otherwise.

      City razing

City fliping (both from cultura and for conquered cities)

I think preventing razing only really enforces another team to screw you over by placing bad cities, then again, if you have the benefit of starting next to a bad team who place cities in awful positions so you can kill them easily, you wouldn't get as great a benefit from the cities. But I just like being able to choose where to place cities so I think razing should be allowed.

As to city flipping, culture is ok but losing a city after taking it by force because it was in a high culture area is just annoying and causes wars to bog down because you have to garrison the cities.

84 hours (I settle with the highest realistic option)

                Razing

No flipping. I hate it because it forces teams to spend on culture when you're bordering a bunch of culture builders. You can't respond in a way like the Chinese do in Tibet: suppress that resistance. Same with conquered cities. So long as there are no proper means to ensure a conquered city remains under the conqueror's control, no flipping there either. It's an unfinished part of the game.

48 hours, though I'm easy on this one.

Razing. Keeps the option of conquering open even if you can't support or don't want the city.

Peaceful flipping. You can play the "Tibet model" by garrisoning the city more heavily.

No flipping after conquest. What Krill said.

I made an executive decision on the city flipping after conquest due to the split vote.
