I could have sworn I had won an OCC game in single player with a cultural victory. So I noobed this one, hard, by going for the cultural victory. You can see that worked out well, and imagine my chagrin when I hit legendary culture from creating great works with great artists and... nothing happened.

maybe it was fixed in a patch somewhere, but I swear you used to be able to win OCC with a culture victory.
