Should be on 90% of the time... but for an occasional twist specific to some funny goal the administrators may have in mind... O.K. to turn off in that instance.
It is an integral part of diplomacy in the real world and when I have played without it... it doesn't feel as 'real', and it takes too much from the game.Live your life - as an Adventure!Comment

To be honest - I have never played with it turned off.
These polls - and others that may follow are just to gain some points of view etc.

I vote to always allow. Maybe once in a blue moon...
Tech trading (with or without brokering) is a pretty integral part of the game. The very few times I've played without it, it seems to hurt the AI more than it does human players. Without any trading, only the financial civs are really going to give a human a good run, I'd bet.Comment
