    INTERNAL POLITICS:
    If you were to have reigons (SEE CITY INTERFACE), the reigonal govenors could have atributes (aside from how they did production) that would get you what you wanted (Jason Beaudin). For example, you conquor 5 japanese cities. If you make them a part of existing reigons- they're going to be unhappy. If you make them their own reigon, but give them a foreign govenor, same problem. If you make them their own reigon, with their own govenor- hardly any unrest.

    It'd be cool if when you took the headquarters of an enemy Civ you could make it a 'reigonal headquarters' of your empire- thus decreasing unrest.

      Well, to prevent Democracies from ruling the world, look at the Democratic Peace idea. If a Democracy attacks another Democracy there should be massive penalties. Like major civil unrest. BECAUSE A democracy has NEVER ever fought another democracy in the history of the world.

        Major vs. Minor players.

        When you begin the game, you choose the number of MAJOR players (say limited to 8), and Minor player (say another 32).

        Minor players are only interested in keeping what they have, they'll fight off attackers, but won't start wars. They keep diplomatic relation to a mininum. They build up only a couple of cities (or one region, if regions are implemented).

        Major players are both Human and AI of the more classic since... they want to win.

        If a major player is "killed" or severly weakened, it becomes a minor player... and one of the stronger minor players moves up to the big leagues.

        This way, you can have a lot of civs, without over-taxing the computer.

        "Uh-oh, Canada just became a major player... better station troops in Winsconsin"

          Democracy should be more difficult. I propose that:

          1)A unit not inside your territory (civ3 should use the idea of territory instead of city radius) causes 2 unhappy citizens. A unit inside your borders but outside home city causes 1 unhappy citizen (at the end nobody likes concription).

          2)For each polluted square inside your territory 1 unhappy citizen for every city near that square. Additionally the first squares of pollution will be these near cities.


          Also a diplomatic option stronger than alliance: Confederation. Same diplomatic options with everybody else, same technology and common research (i.e. if an advance requires 300 science units and each of the 3 members produces 100, the confederation will find the advance in 1 round). Also wonder sharing, same science rates and intervention in actions of every member (i.e. I must not build units when others build libraries and stimulate the research of the confederation).

          Rules how to create, include/exclude member or destroy confederation are required.

            Democracy should have some more weaknesses, but if they decied to include a lot more civilizations it is going to be much harder to conqer the world anyways.
