If you are building the UN and a couple of civs don't like you, you might consider to win diplomatically by crushing one of the weakest civs that hates you. That will make one less civ to vote against you!

Or else, you might consider the classics:
- Frequently trade with the AI and RESPECT THOSE DEALS!
- Sign ROPs with most people.
- Build embassies with everyone
- Never break alliances (i.e. make peace before 20 turns)
