AI Rocks
First, he may not know about the cows as his map knowledge does not necessarily correspond to yours. Second, the AI has a known "resource cheat." There may be oil up there in the tundra which may not be discovered until much later in the game. Third, the so-called AI is dumb as a bunch of rocks.
