If moving a few squares will get me a food tile better than any in my current 21-square radius I will do it. For anything else I'll just send my first settler.

At Monarch or above, I think the improvement in the site for your first city would have to be pretty significant to justify the delay in founding the city. I used to move my settler a lot more than I do now - it appears (based on my resulting games) that that one or two turn handicap you give the AI civs is more important than an extra food tile."Illegitimi non carborundum"
