I thought Hydro Plant gives bonus only to cities with river?
Then building Hoover Dam benefits cities with rivers only right?
It is seldom that my cities are on the river,so Hoover Dam isnt much of value

You have to build Hoover Dam on a city with a river, but it gives benefits to cities without a river in their borders.

Someone had a good rationalization for this in that the city that builds Hoover can supply electricity to all cities in the continent (transmission lines) with effects as if each of the cities had their own hydro plant.
