    Exactly specialists always contibute regardless of government, city riot status, and/or starvation.

    What's more you can get specialist contributions from cities with dissenters. So if you do as I do to far off cities and attempt to starve them down a bit while bringing in garrison trooup to quell the dissenters. I have now taken to making all the other citizens taxmen and or scientists so that I can squeeze get a little bit of more out of them. (Rule them with an IRON FIST I say!!)

      I will share an idea of an other way to use corrupted cities:


      Conscript-Disband-Loops:

      You need nationalism.

      Let them grow to 7 or up (need a river or aqueduct). Then conscript. If you people knows infantry or up (mean: your best defender is expensive), it will give you much by disbanding.

      A quarter (rounded down) gives e.g. 22 shields for one infantrist.

      With that you build aqueducts (in the next city), Lib's an so on.

      The only remaining prob is unhappiness. For this (at best) helps marketplaces (much more than temples do). If unhappiness is too much (e.g. in coexistens with war wearness) stop for a while or switch over to your taxmen-city: every taxmen is content by definition. So even in a complete unhappy city it will work.

      The general rule for corrupted cities, by my experience and as I read in a lot other posts, is that your real cash in that type of city is food. What ever strategie you use, it will ever an answer of the question: "How to convert this cash (food) into that what you want (gold,production,culture,dominance) ?"

        i have never had a problem with corruption. even when i play a non-commercial civ i guess iam just that good.
