        resource denial

        You have to do both. I you build a city let's say on an iron resource, but that city isnt connected to your road network, then you can build swordmen in that city, BUT not other city can.
        Usually I bomb and/or put a unit (or maybe two, or rather a stack ) over the resources the AI has AND destroy roads around the capital if I can. This way the AI cannot get resources from international deals either.
        Such resource denial may be difficult if the resources and/or the capital is way inland, far from the border...
        In that case try to attack, and adapt while the battle rages...

        If this is, and I believe this is that would mean that ALL the resources are lost. If you have removed the roads and haven't invaded the capital (=very important because AI will build new capital if is has been taken by you)....

        The best way to test this is to remove your own roads by your OWN CAPITAL. I'll test this tonight.....

          Okay, surgical wars ... but what if you have a mutual defense pact? When I'm in a MDP with an AI, I find that I can't stop the war on my own. I make peace with the enemy (after suitably clobbering him), and then the program informs me that my MDP with the AI required me to declare war. Needless to say, after that, the enemy won't see my envoy; nor should he! Then I'm stuck annihilating the enemy because otherwise I'm in a forever war and my cities are starving.

            Oh, that easy NEVER make mutual defense pact, unless it is your intention to drag the world into a neverending world war...
