Ok this is just a story. I'm on a continent with Rome and Japan. There is a tiny island off the coast of my civilization where the Chinese live. Theres another continent but i don't now any civs there. Rome and I had a right of passage. Our cities pretty much joined in together they were so close. Then the Romans started sending groups of about 8 legionaries at a time into my territory. I kind of got the feeling they wern't just there to play! I started building horseman and musketmen, just in case. The legionaries were heading for my capitol so I attacked first. Rome was about 1/3 the size of my civ, but they had a larger military. It was pretty much a draw for about 250yrs. Then I got cavalry! Those bastards were going down! I started taking cities left and right Rome wanted peace, but i wanted their capitol. Rome and I continue to wage war against each other. Something is scaring me though... The Japaneese have about 23 sworsman heading for me! We are at peace but I don't trust them. My difficulty level is at monarch. Has anyone ever heard of rushes this big on monarch? I fear i'll have to totally ****ing destroy the Japs too! Please respond with your own stories.

I would have told and you seem to have expect that they had an evil intent. That would lead to them joining Rome. This is going to leader time. Calvs smacking down stacks of swords.
Start hitting way before they can get to any city and rack up the promotions.
After finishing off Rome, you can force Japan to pay tribute and get out of war long enough to stop weariness.

Sams are nasty and I have had them take down tanks on me. I like to get them to attack a city and hit them with arty.
Otherwise I use a calv army or two to kill them. Use bombardment units on them as much as possible and try to get defensive boost (rivers, fort, city and terrain boost).
Else you will just have to use numbers and attrit them.
