    After AU 208, I very definitely know about bombardment of radar towers. They're targeted last. (I had quite a game going with Cleo for a while, with my destroyers clobbering radar towers away from the main landing area and her rebuilding them within a few turns.)

    Note that the "units first" rule provides a way to protect key tiles (especially strategic and luxury resources) from being disconnected by bombardment.

      I protect strategic and luxury tiles with units quite often, further backing that up with fortresses and radar towers.

      BTW, it's very annoying that AI civs don't pound on such tiles as much as they should... seeing Bombers nail a defender, then destroy RR but leave everything else and move on to another tile pisses me off.
