Making AI Civs attack eachother

Hello.

Does anyone know of a good way to make two AI Civs go to war with eachother, but without going to war against you or using mpp or military alliances?

Early on build a city next to an AI's capital. Don't put a garrason in or anything. Later, give this city to another Civ. See if the AI can resist taking the bait. There is no gauranteed method, but this can work.
