No. It may seem that way, but there is no evidence that it's true.
Of the leaders I've generated in AU207, I'd say that perhaps 1 or 2 might have come from "last defender" kills in cities. And that's only because I save the elite units to hit beat up defenders. My vets lead the charge, the elites mop up.
