One thing you can do is negotiate with the other civs (at least the ones you're not at war with) and see what techs they have to offer. That can tell you whether they're ahead, although not how far (since you can only see the techs you have the prerequisites for). One other hint you can get is that if you know they don't have a tech that's a prerequisite for something else, you know they don't have the something else either.
Also, you can check what kinds of units they're using. Infantry implies Replacable Parts and tanks imply Motorized Transportation, for example. Those are the only tricks I can think of offhand; does anyone else have any other ideas? (I'm not sure what spys can or can't find out, since I almost never use them.)

O.K., here's the latest save . . . The war lasted until 1842, and I lost a couple of cities to the raping and pillaging of the Iroquois people, and a few city improvements to the incessant rioting of my war-weary people.
When I played last night, the very first thing I did was to send another envoy to the Iroqouis people to sue for peace. Once again, my envoy was ignored. So I grit my teeth, and waited. In 1842, the Russians and the Iroquois declared peace. The Russians popped up all pissed off, and cancelled the MPP and the ROP. No big loss. At least I won't have to worry about being dragged into another war. The Iroquois then popped up and wanted to talk peace. It cost me 500 Gold, but it was worth it. Get this: In exchange for peace, they wanted 2 workers and Refining. I countered with the Gold, and they accepted. Now I just hope that I haven't lost too much time. There's a spaceship to build!
I haven't tried Multiplayer yet. I don't see how it would work considering the fact that I work 50- 60 hours a week. I don't think that I'm quite ready for MP just yet. But maybe someday . . .
