        Fascism isn't the same as totalitarianism. Stalin was a totalitarianist (what a word...). Totalitarianism means that the state sets out to control each and every part of the lives of its citizens. Oceania, in Orwell's "1984" is the perfect totalitarian state. It's free of ideology, so to say, and merely a style of government.

        Fascism is an ideology that stresses national unity, racial purity, the inferiority of other nations and intensive state propaganda in all media. The most unique traits of a Fascist government are that it is centered around a single strongman (Der Führer, Il Duce, Caudillo etc) and builds a militaristic cult, basically glorifying everything that has to do with war.


        I sort of made a Fascist Civ government with

        - the standard terrain bonus like in Communism
        - cash rushing
        - a huge number of free supported units
        - very low culture-flip-modifiers.
        - Diplomats and spies are reduced to conscript level
        - 5 military police
        - high worker efficiency
        - no war weariness (duh)
        - corruption as under Republic
        - required advance: Communism (Yeah this sounds dumb, but communism and fascism are both modern phenomena and have more in common than advocates of both ideologies think.)
        - 3 drafts per turn (fanatical resistance)

        Unfortunately I never got to playtest it... :-(

                        I do not need to see it. I stumbled across it posted by some loser in a newsgroup about 2 years ago.

                        I was better after my short term memory lost the image. I still get the willies from time to time when I *flash back* from long term memory, but it's been better lately.

                        Seriously folks, you do NOT want to see that pix.

                          Some things I just *don't* want to see.

                          Back to the original topic:
                          Arrian was right, a government NEEDs to have a downside, something that could prevent you from using it, otherwise its just a given that you will use that government. As posted by Herr David, the only downside to it is "Diplomats and spies are reduced to conscript level"... Like anyone uses that anyway!!

                                Whatever. Reading over the stats posted (the first ones), fascism does indeed appear to be an uber-government for prolonged warfare. It's a cheap out, it seems.
