What is ICS?

I am probably sounding like a complete newby, which is actually true , but could anyone please explain me what does ICS stand for and what it is? Thanks a lot!

Infinite City Sprawl/Sleeze

Essentially, it's placing HORDES of cities on the map, 2-3 tiles apart and using the mass number of production centers to bulldog your way to victory....
