It works with Workers, but maybe not Settlers. When a Worker is created, if you right-click on the unit, you'll see "Contact Barbarian Worker," or something like that. The box in the lower right corner says "ÿÿÿÿ€ Worker" (from ÿÿÿÿ€land, no doubt). When that Worker joins a city, it will be your nationality.
Or at least it has always been when I've done it.
