If your cities are on a square with fresh water (ie river or lake) then they will grow to size 7+

If not you need to build an aqueduct to allow the city to grow past size 6.

Keep in mind that the next population barrier is 12, and to get your cities to grow further to 13+ you need to build a hospital.
