When a city of another player wants to defect and join your Empire, Do you have the option of not accepting it? . I do not like people joining my Empire without my permission.

Maybe I will have the game next week around Tuesday. Someone could (I am not sure yet) have bought it for me in NY, and then travel to Spain, and then my mother will send it to me by priority mail from there. I am Spanish, but I work in Brussels. I do not like to accept cities that I maybe do not fit in the "urbanism plans" that I may have plan for my civ. I am a European integrationist, but everything in its place.

LOL I see... ah well, very "Peter Ustinov"... the man is a Brit with a German mother, was born in St. Petersburg... or something like that
anyway, I think that forced city-accepting is only a problem as long as there's those big inefficiency/corruption problems.

You can raze cities that you capture, and you can build workers or settlers in other cities (don't forget to sell off it's improvements) until the last unit of population is gone. I suppose if you are a despot you can also rush buy stuff to reduce the population. This technique will probably be important as you try to reduce your number of cities to reduce corruption, and it has always been useful for getting rid of those cities that screw up your city placement strategy.He's got the Midas touch.

Nope, you don't have to accept them.
You have the option of appointing a governor, or telling the rebels to forget it. I've accepted every city that wants to join so far, though (it's how I *finally* got saltpeter in my last game), so I'm not sure what happens if you don't let them join.

The last game I was playing the AI put new cities right next to my 22 population city. Anyway the eventually rebelled and wanted to come to my side but refused. All 3 of his cities did this once and then they didn't again even though they stayed small. From this I think I can surmise that cities will try to join you once and then if you refuse they will not try again.
Later on for kicks I razed them to the ground.
