Wait...did you move for the unclaimed civs??? SO are they alive? In that case, send a message to England asking for an alliance (includes general military support in wars (most of the time) and a RoP)(the king doesnt want it but the norwegians do). Also, I propose to Prussia a Non-aggression pact (no attack, RoP included).

But it is legally Austrian territory, and vital to the security of our capital, so if we ever feel threatened, we will move to take that province at ANY cost.

I suggest you don't try and sneak into it either. It will result in a huge war between our nations, as the Austrians are very protective of their capital.

Sorry for the mix-up, my deputy thought he would try and play at international politics.

Instead, I tell you this.

Austria will go to ANY lengths to guarantee the safety of her capital, and if it means that we must take Salzburg whether it should annoy you or not, we will.

We want friendship between our countries, but your capital doesn't border that province, so no wonder you want it to remain neutral, because ours does!

So I suggest just keeping our borders lightly defended will be a better show of friendship.
