Official Poll: Victory Conditions and Game Preferences
The major things I voted against were: Diplo victory (looks like I'll lose that, which is fine because I doubt the UN will ever get built), Cultural Linking, and the wierd duel options.
Well , I was thinking along tose lines too, but more as to use them as hostages (or diplomats if you like)
Why: well, to enforce the law sort of speak
Not keeping up with pace of game: In game trade embargos.
Breaking other rules as formed: In game declaration of war.
Playing ahead, or replaying: 66% majority poll on kick-out, or 50% majority poll on they don't get a turn for a few turns.
I like the "don't get a turn" thing because it doesn't kick out a team but it really hurts them in the short term and a little in the long term. It teaches 'em their lesson with a means short of lethal injection.

I think any team that could pull of a diplomatic victory in this game should be applauded far and wide. And then possibly investigated for secret hypnotic powers.
