I think we should discuss how to make decisions. Given that we currently have five members and may or may not have more by the time the game starts we should perhaps work out how this is all going to work. For what its worth I think we should keep it simple, and give everyone a role to play.
I suggest a cabinet style structure, majority vote wins and that is then the 'policy'. With five members then it is unlikely any vote may come to a draw but if someone is absent or we get more members or someone abstains from a vote then I suggest either the Leader or the relevant 'minister' has casting vote. eg We might have the following:
Leader/Prime minister
Foreign affairs minister
Home affairs minister
Defence Secretary
infrastructure Minister
If a question relating to contact with another Civ comes up, and the Defence Sec is on holiday or abstains we could get a vote of 2:2. In this case I think the Foreign affairs minister should have casting vote and so on.
This is a simple model but I think its one that would suit our needs. We could have periodic elections, or more likely rotate the leadership amongst ourselves every 10 turns or so. Or we might decide we like being defence secretary and stick with it.
Also just like to mention that this system should ensure that everyone always has their say, and everyone is always involved int he decision making process. Which of course is the whole point of it
