We shall definetely need a leader, whether we call him Prime Minister or President or Consul or whatever. He may appoint a helper who we could dub vice-prez or an appropriate title.
We will need Ministers for at LEAST these positions:
Foreign Affairs
Military Commander
Economics
City Planning / Expansion
beyond that, we can either expand ministerial positions to create other needed jobs (maybe Public Works?) or leave some jobs to cross over into the other minister's control, say if the City Planner controls settlers/workers and decides what to build where, whether it be city or road or etc.
Although city-site placement could also be held to a majority vote, but SOMEONE will have to put up the map to help with future city planning.
We also have a choice of whether we want each city to be controlled by a different player, where that player reviews the city status and submits orders (kind of like Regional Administrators in the C3DG but with more power)...
Can't we just agree on some basic priciples and Ad-lib from there?? How many city's do you get on a small map anyway? 15-20? that's not that much work is it?

The Glory of War team had some interesting ideas while I was browsing. Each city is ruled by a player from the team, at which time that player each submits orders for the building queue of that city, whether to build units or improvements is up to them. T
his would help with player involvement, because why would you join a team if you didn't want to get involved?
Under that system, I could see difficulties for them. A nation of city-states controlled by local rulers cannot work as a whole better than an elected official who takes suggestions and acts accordingly. There could be differing opinions on who builds what in which city, etc etc.

I am honoured by the consideration being bestowed upon me. I did not assume that would be the case.
I think we will mostly find our way by agreeing on the best course of action. However, there is something to be said for assigning some areas of responsibility to individuals to be guardians of. Make sure we don't miss anything.

We should divy ourselves up on those lines. Those with a strength in one area should work together and put forth one their own to be spokesperson (honcho that the game leader refers to in a pinch).
The players of the game should come from the school of Tacticians. The handeling of the forces in the field will be the crucial element of life and death in the game. I admit, I pay more attention to that than most other things, although i can build a mean empire too.
In the mean time, I would be honoured to lead for us, and to take the field to TTA. I need a strong second though, as I am spread a bit thin with current commitments.

BTW, we should prepare for the eventuality of our team being in more than one game at once.
It seems there will be more than 4 teams, but only 4 in game 1. That may mean that we could duel with another team. The Builders? While the main game goes on.
I see this as ideal. It gives more than enough opportunity for all of us to get some blood and grime on our hands.
Eventually, I would like to get in at least a duel with one of the other sites ASAP. After we have a private forum, of course.
BTW, a duel can be done with easily in the BCs. They are fun. Quick and sharp, as any duel should be.
The only restriction I would propose for this is... that most everyone of the team agree to the foray with the other team(s) and that nothing is done in the name of the team without near unanimous consent. ie, we'll work it out.
