The UN makes it possible to hold elections for the UN Secretary General. The choice whether to hold them or not belongs to the civ possessing the wonder. The vote may be held either on the turn the wonder is completed or every 13th turn onwards (is it 13? I think it is... definitely not every turn), until there's a UN Secretary General elected - which is where the game ends, yes.
