XP Non-Admin account cant run PTW (second try)

Sorry to post this again, but I think there was some kind of a glitch with my first post...

I am running CIV3PTW with the latest patch, but I have found that if I try to play the game from a non-administrator account, I get the main menu, but when I make a selection (such as quick start) I get an Invalid Senario File!! error message, followed by some game loading progress (percent bar increasing) followed by an application crash and a debug message being sent to Microsoft.

I have tried sharing the entire CIV3 directory structure, but this has not helped.

I called tech support, and they reccomended that I post the problem here. I would really like to be able to run PTW from a non-priv account.
