Precision bombing does exactly the opposite of what it does in real life. It only allows you to select civilian targets and ignores all military targets in the tile.
It is useful though if you want to do economic damage to a city.Seemingly Benign

In that case, may I suggest Cruise Missiles.
While not particulary powerful, they do hit ONLY units and not population and buildings.Comment
