i think its a bit to much when im playing a 31 civ who world map game and i use a ICBM and every other civ that i dont have a treaty wih delarces war me...

does the ai hesiate to use nukes?

    yes.

the first nuke to be dropped is often hesistant, but when someone drops one, all hell breaks loose.

i've only seen the AI nuke first 3 times.

according to Soren, this is actually a bug and is fixed in PTW

I'll say it again . It wouldn't work, because that was a bug in civ3 that is fixes in PTW. So not everyone who wasn't in a mpp with you would declare war.

i HAVE ptw, and it's not fixed, if it is a bug.

when i drop the first nuke, the entire world's attitude of me drops like 2 spots, and if they were annoyed, they go to war.

The bug was that you were forced to go to war when an AI dropped a nuke if you weren't allied with them. This is fixed in PTW.

Nuking is working as Firaxis intended now. Don't nuke unless most of the world likes you a lot (and preferably is in an alliance with you against the target).

                Actually.
The bug was when AI nukes other AI and YOU take reputation hit (and it IS fixed in PtW).

If you nuke and you get reputation hit is NO BUG.
