There are no real "cheat codes" in PTW but, as zulu noted, you can make a scenario with debug mode enabled which will enable several cheats. Note that you can make a "scenario" that consists of nothing but the debug mode enabled which will essentially allow you to play a game on a random map with default rules, except with cheats enabled. The complete list of cheat commands can be found in the editor help file under the entry for "Debug Mode." Also note that debug mode is automatically disabled in MP games...
